Point of fact
Warren Kinsella is hyping this commentary in the post by former CSIS agent, Grant Bristow [italics mine]:
The Canadian Human Rights Commission (CHRC) is also currently facing a bumpy road. It has spent the last few months being bashed, ridiculed, attacked and maligned because of a complaint laid under Section 13 of the Canadian Human Rights Act (CHRA) against Maclean’s magazine for publishing an excerpt from Mark Steyn’s book, America Alone.
The truth is that the CHRC did exactly what it was supposed to do. It reviewed the complaint, and rightly dismissed it. Those hollering that the commission should have rejected the complaint at the door don’t understand that the intake process requires that all complaints be accepted for review. How can you reject a complaint before you’ve even read it?
That last question …
From the CHRC’s FAQs:
Is every complaint retained and investigated?
No. In some cases, complaints are filed too late, or the Commission finds that they are trivial, vexatious or made in bad faith.
